Course content
|
1. The history of cross-border cooperation in Europe after 2.sv.válce: first cooperation structures along the Rhine at the German-Dutch and German-French border impact on the single market cooperation program INTERREG as a multiplier of cross-border initiatives 2. The development of cooperative forms of cooperation in the EU: Euro-regions, local grouping of territorial cooperation, the European Grouping for Territorial Cooperation (EGTC). 3. The legal framework for the operation of cross-border cooperation in the EU: Franco-German agreement structuring cross-border cooperation entities, the Madrid Agreement and the role of the Council of Europe, EGTC. Actors fourth cross-border cooperation: International organizations (EU, Council of Europe, OSCE, UN), national states, regions, municipalities, and other actors (NGOs, universities, entrepreneurs). 5. The EU funds in the role of donors cross-border cooperation INTERREG and his successors 6. Case Study: Upper Rhine Region and Big CENTROPA.

Learning outcomes
|
At the end of this course, students will be familiarized with the implementation modalities of cross-border cooperation in the EU. In addition, they learn about the history of various forms of cross-border cooperation in Europe, and the ability to orient themselves constructively in the current discussions about borders and identities in Europe and the European Union. This will help them to be able to find their views on the issue of borders.
