Course content
1. spatial/land-use planning I - the method and system with respect to the standard of professional performance and the standards of professional documentation / the basic framework for planning activities / the purpose and the subject matter of planning [a brief general introduction to the process of planning in the broader legal and substantive context] 2. spatial/land-use planning II - spatial/territorial planning units / the layout and structure of a territory and the ways of using it [the state (including the international territorial context) / regions (large territorial units, regions) / municipalities / cities (territorial plans) / parts of municipalities / cities (regulation plans)] 3. the tools for spatial/land-use planning I - the tools for planning and their implementation (legal / economic tools, particularly financial / controlling tools) 4. the tools for spatial / land-use planning II - the planning tools in the stricter sense of the word, a set of land-use planning documents / a set of land-use planning source materials / strategic planning (the land-use development programmes and strategic plans) / operational planning) 5. the tools for spatial / land-use planning III - specific planning tools and their implementation [general programmes and policies / the budget and spending funds / loans / registration documents, cover sheets and similar auxiliary instruments / administrative decision-making / control and judicial review of the generally binding laws, by-laws and measures of municipalities and regions) 6. the actors (entities) of land-use planning [the bodies of the public administration of municipalities/cities - regions - the state / politicians and officials; legal entities and natural persons and their associations - the civic public; experts and the professional community] 7. the position and responsibilities of professional acquirers [in the process of acquiring land-use planning documents and land-use planning source materials in the acquisition process] 8. the position and responsibilities of architects / urbanists [in the process of preparing and discussing the land-use planning documentation and land-use planning source materials] 9. the contents of the land-use/regulation plan and professional performance I - the professional performance (standard) I [explanation on the structure and contents of professional performance of architects and urbanists in the process of acquiring the land-use planning documents and with regard to the acquisition actions] 10. the contents of the land-use/regulation plan and professional performance II - professional performance (standard) II [explanation on the structure and contents of professional performance of architects and urbanists in the process of acquiring the land-use planning documents and with regard to the acquisition actions] 11. the contents of the land-use/regulation plan and professional performance III - professional documentation (the standards for a land-use plan of a municipality) [explanation on the structure and contents of the documentation during the process of its acquisition, with special regard to the contents and the scope of the parts to be prepared by architects/urbanists and with regard to acquisition documents] 13. the contents of the principles of territorial development (regions) and the territorial development policy (of the state) - professional documentation (standard) [explanation on the structure and contents of the documentation/document during the process of its acquisition, with special regard to the contents and the scope of the parts to be prepared by architects/urbanists and with regard to acquisition documents] 14. spatial/territorial planning and urban development for the third millennium / final summary

Learning outcomes
The course City Building 3- a presentation of the spatial/territorial planning system in the Czech Republic with a special focus on urban plans and regulatory plans, basic legal framework for planning activities, the aim, purpose and subject of planning [a brief general introduction to the planning process in a broader legal and factual context], spatial/territorial planning units / layout and division of the territory and ways of its use, spatial/territorial planning tools [planning tools and their implementation (legal / economic instruments, especially financial / control instruments)], planning tools in the narrower sense [set of spatial planning documentation, set of spatial planning materials], strategic planning (spatial development programs and strategic plans), operational planning, implementation [general programs and policies, budget and spending / loans, registration documents, cover sheets and similar auxiliary tools], Spatial planning factors (subjects) [public authorities of municipalities / towns, regions, state / politicians and officials; legal and natural persons and their associations, the public; experts and the professional public], the position and competence of professional acquirers, the position and competence of architects / urbanists, legal status of architects / urbanists, basic areas of performance of architects. The presentation focuses on content standards of professional performance and standards of professional documentation for spatial planning of municipalities and towns (spatial plan and regulatory plan).

The explanations are concentred on the process of spatial/land-use planning and the technique of professional procedure and the content and form of tools. The lessons on this subject should be building on the previous courses, specifically SM1 and SM2, at an advanced stage of education. Some concepts and some topics will be repeated in the continuing stage of the spiral - that is, when some introductory/initial concepts will be re-explained at a higher theoretical level [the basis is the completion of theoretic and practical studies of the general basics, small urban forms (development studies), the urbanism of smaller countryside settlements, the urbanism of middle-sized and larger city settlements, metropolitan settlements and megacity settlements]. The purpose of this course is to introduce the students to the intellectual context of the urbanism of the 3rd millennium and, on the basis of a relatively high degree of asbstract thinking, to guide them to a broader conceptual understanding of the present development tendencies in city settlement and its relation to landscape, their positive and negative features and externalities, with references to the already explained curriculum or with references to historical context and examples. The knowledge of the content and form of the tools for spatial planning, designed to create urban environment in relation to the given natural landscape aspects and cultural context; the knowledge of the basic professional procedures (standards) in the preparation of spatial planning documentation, especially in connection with the application of the current architectonic and urbanist knowledge in creating urban and urban-landscape structures - as a prerequisite for mastering this in practice in creative work in a studio; the knowledge of the content and form of the basic types of documentation.
