Course content
|
1. The meaning, purpose, and subject of spatial planning. Introduction to the planning process in a broader legal and factual context. 2. Spatial planning units. Organization and division of territory, methods of its use (state, regions, cities, parts of municipalities). 3. Spatial planning tools and their implementation (legal, economic, financial). 4. Sets of spatial planning documents. Strategic planning (spatial development programs and strategic plans, operational planning). 5. Specific spatial planning tools (programs and policies, budget and expenditure of funds, administrative decision-making). 6. Spatial planning actors (municipal, regional, and state public authorities, politicians and officials, legal entities and individuals and their associations, the general public, experts, and the professional community). 7. The position and scope of expertise of professional planners in the process of preparing spatial planning documentation and spatial planning documents. 8. The position and scope of architects and urban planners in the process of preparing and discussing spatial planning documentation and spatial planning materials. 9. The content of the spatial/regulatory plan and standards of professional performance of architects and urban planners in the process of preparing spatial planning documentation. 10. Spatial planning and urban development for the third millennium. Pitfalls, common problems, and limitations of spatial planning documentation. 11. Seminar I - analysis of a selected municipal spatial plan. How to read and understand a specific spatial plan. 12. Seminar II - analysis of a selected municipal spatial plan. Problematic areas, land reserves, public benefit constructions, more detailed spatial planning documentation. 13. Seminar III - analysis of a selected municipal spatial plan. Development areas, limitations, and protected values of the territory. 14. Seminar IV - presentation of student work and final summary of topics.

This master´s-level course covers the spatial/land-use planning system in the Czech Republic, with a special focus on municipal land-use plans and zoning plans. Students become familiar with the legal framework for planning activities, as well as the meaning, purpose, and subject matter of planning. The course focuses on understanding the organization and division of the territory from the perspective of spatial planning document (ÚPD) development and the methods of using spatial planning tools, as well as the links between spatial and strategic planning and the content standards for professional performance and professional documentation standards for municipal spatial planning. We also examine in detail the actors involved in spatial planning processes (municipal, regional, and state public administration bodies; politicians and officials; legal entities, individuals, and their associations; and the public), as well as the status and role of professional planners and the status and scope of practice of architects and urban planners. Students are expected to have completed foundational theoretical and practical instruction in general principles, small-scale urban forms (development studies), and larger urban complexes, as well as to possess knowledge of the history of urbanism. The purpose of this course is to introduce students to the conceptual context and understanding of current trends in the planning of urban and rural settlements, their relationship to the landscape, and possible future developments. Course Objectives: ? To familiarize students with the creation and theory of spatial planning ? To present the processes, procedures, and tools of land-use planning, and to understand the role of state administration, local government, and other stakeholders in the creation of spatial plans ? To understand the role of architects and urban planners in the preparation of land-use planning materials and land-use planning documentation at various levels of the state and local government hierarchy ? To solidify knowledge of the content of documentation for municipal and city land-use planning (land-use plan, zoning plan, land-use studies). ? Knowledge of the content and form of spatial planning tools for shaping the urban environment in relation to natural landscape conditions and cultural contexts; knowledge of basic professional procedures (standards) in the preparation of spatial planning documentation, particularly in connection with the application of current architectural and urban planning knowledge in the creation of urban and urban-landscape structures?as a prerequisite for their practical mastery in studio work; knowledge of the content and form of basic types of documentation. ? This knowledge will be applied in studio instruction.
Students: 1. Critically evaluate spatial planning processes and documentation with regard to the practical and strategic aspects of of the territory. 2. Communicate effectively and clearly with various stakeholders in spatial planning. 3. Independently solve tasks related to spatial planning within the framework of interdisciplinary collaboration. 4. Takes responsibility for the quality and legality of spatial planning materials and documentation. 5. Integrates knowledge of spatial planning into the professional practice of an architect or urban planner.
